Pedido de Incentivo ao Arrendamento Jovem_Application for Youth Rental Incentive
This service allows you to apply for a Youth Rental Incentive for buildings or autonomous fractions for permanent residence.
The incentive is applicable to applicants under the age of 35 and is granted in the form of a monthly non-refundable subsidy to households that meet the conditions of access, for a period of one year, and may be renewed for the same period, up to a maximum of four consecutive renewals. Once the end of the contract referred to above has been reached, a new application may be initiated.
This support program is intended exclusively for citizens with permanent residence in the Autonomous Region of the Azores for at least three years and who are not debtors to the tax authorities and social security.

The application period runs from May 1st to 31st.
This period may be changed by order of the member of the Regional Government responsible for housing.

- Application Form;
To prove the identification of the candidate and his/her household:
- Identity card and taxpayer card, or citizen card, of all members of the household, in relation to national citizens;
- Passport/Identity card, residence permit in Portuguese territory, taxpayer card or citizen card of all members of the household, in the case of foreign citizens;
- Document proving the tax domicile of the household members.
To prove the amount of rent:
- Lease agreement entered into under the New Urban Lease Regime, contained in Title I of Law No. 6/2006, of 27 February, or the transitional regime provided for in its Title II, Chapter I, as amended by Law No. 31/2012, of 14 August, which must contain the registration of the tax assessment service stamp;
- Last rent receipt or proof of payment;
- Non-certified copy of the certificate of content of the building object of the application and land registry.
To prove the amount of income:
- Photocopy of the last IRS declaration and respective settlement note, regarding the applicant's household;
- Dependent workers — employer's declaration indicating gross monthly salary, issued less than one month ago;
- Self-employed workers — copies of all payslips issued in the last three months prior to the submission of the application, and must justify flaws in the numerical sequence of the receipts submitted;
- Scientific Research Grant Holders — statement issued by the funding entity, indicating the monthly value of the grant, issued less than a month ago;
- Declaration from the Social Security Institute of the Azores proving the type of pensions and allowances received annually by the members of the household and respective amounts, namely, old age, disability, survivors, third person assistance supplement, dependent spouse supplement, monthly allowance for life, sickness allowance and alimony through a guarantee fund;
- In case of unemployment, declaration from the Social Security Institute of the Azores indicating the amount of unemployment benefit or social unemployment benefit;
- In the case of beneficiaries of Social Integration Income, declaration from the Social Security Institute of the Azores with the monthly amount earned and the respective composition of the beneficiary household;
- In the case of a single-parent family, a document proving the amount of maintenance for minors or, in the absence thereof, a declaration on honour of the amount earned;
- In case any member of the household benefits from the Allowance for Assistance of a Third Person, a statement from the Social Security Institute of the Azores or another supporting entity, with the respective annual amount;
- In case any member of the household has a disability, a statement from the Social Security Institute of the Azores or another entity proving the type of subsidy received and its annual amount, subsidy of the Family Allowance for Children and Young People or subsidy for Attendance at Special Education Establishments or Monthly Subsidy Lifelong.
To prove that there is no immovable property that can be occupied or whose use allows the full payment of the rent:
- Certificate, issued less than a month ago by the Tax Authority, stating the non-existence of immovable property in the name of the applicant and the other members of the household, their tax domiciles and, where applicable, respective dates of registration or certificates of ownership issued by the Land Registry Office of the properties owned by the household members;
- Proof of a decision to seize the family home issued by the Court;
- Proof of donation of the housing to the bank and declaration that the bank did not apply the stipulations of Law No. 58/2012, of 9 November, as it did not fit the criteria of the same;
- Proof of the agreement or decision of the court regarding the family home, in divorce situations;
- Proof of loss of housing due to an eviction lawsuit in the execution phase.
For complete instruction of the process it is also necessary to present:
- Proof of NIB issued by the bank with the name of the candidate, the document issued by ATMs is not accepted;
- If at the date of application no more than three years have elapsed from the date of conclusion of the lease agreement provided for in paragraph a) of paragraph 3, it will also be necessary to present a document issued by the parish council of the applicant's area of tax residence and, if necessary, of the applicant's previous area of tax residence, proof of the applicant's tax residence for at least three years in the Region.

Access to support depends on the cumulative verification of the following conditions at the time of application:
- Have the household and the members of the household permanent residence in the dwelling to which the application refers;
- Not be the applicant or the members of the household who own or rent another building or unit intended for housing;
- Not be the candidate or household members related or related to the landlord in the direct line or collateral line;
- The applicant or the members of the household are not benefiting from public support for housing purposes only, unless the support is justified by the constitution of a new household;
- The household earns a corrected monthly income (RMC) that complies with the limits set out in the table below, with reference to the composition of the household and the IAS coefficient:

The RMC will be obtained by deducting from the gross monthly income an amount equal to three tenths of the IAS for the first dependent and one tenth for each of the other dependents, with the deduction being increased by one tenth for each dependent who is proven to have any form of permanent disability.
- The sum of the gross income earned by the applicant and all members of the household is compatible with a maximum effort rate of 60%;
- Be the holder of a lease contract, with a minimum term of one year, renewable for equal periods, entered into under the NRAU, contained in title I of Law No. 6/2006, of 27 February, or the transitional regime provided for in its title II of chapter I, proving the burden of the tax due under the terms of the Stamp Duty Code;
- Submit a rent up to the limit of the maximum allowed rent (RMA) in the area where the dwelling is located:

The type of housing may be immediately higher than that provided for in the previous table if the applicant or any member of the household has a disability or for a duly justified reason recognized by order of the member of the Government responsible for housing.
