When to do
From April 1st to December 31st - From the moment interested parties are in possession of the income tax return (IRS) for the year prior to the application.
Documents
- Request;
- Copy of personal identification documents of all household members;
Copy of the applicant's tax identification documents and the family members who have this identification;
- Copy of the personal income tax return (IRS), for the calendar year prior to the application, accompanied by the respective settlement note, the applicant and the members of the household;
- Certificate of content of the property subject to the application, issued by the land registry office territorially competent, of the descriptions and of all entries in force;
- Copy of the property booklet of the property subject to application, updated;
- Copy of the location plan of the house that is the subject of the application at scale 1:2000;
- Housing financing plan to be acquired with indication of the respective sources of financing;
- List of immovable property owned by the applicant, or any member of the household, other than that which is the subject of the application, drawn up according to the model in Annex III;
- Declaration of Sale, prepared according to the model set out in Annex IV to this diploma;
- Declaration issued according to the model set out in Annex II to this diploma.

Recipients
Except for international agreements, namely the situation of EU member state, only natural persons who have legal residence in the Autonomous Region of the Azores, who meet the conditions and requirements for access provided for and are not debtors to the tax authorities and Social Security, may access the support.
Situations covered
Dwellings that are integrated in cost-controlled developments, whose maximum acquisition prices are the final sale values, determined in accordance with the cost-controlled housing regime.
Dwellings not integrated in projects with controlled costs, with the maximum prices, for eligibility purposes, calculated taking into account the maximum prices foreseen for housing with controlled costs and the following percentage:

Requirements for the provision of the servisse
Eligibility requirements of applicants
1. Not have been or is being the interested party, or any other member of their household, benefited by this or any other housing support;
2. The interested party, or any other member of his/her household, is not the owner of urban buildings, except if they are exclusively assigned to their professional activity;
3. The interested party, or any other member of their household, is not the owner of rustic buildings whose sum of the respective areas does not exceed 5,000m² and are not subject to allotment operations and urbanization works. If they are the only source of income for the household and are not subject to allotment operations and urbanization works, the sum of the respective areas cannot exceed 30,000m²;
4. The gross monthly income of the household is not higher than the maximum limit resulting from the product of the indicated coefficients, having as a gauge the social support index (IAS) of the year to which it refers, by the number of members of the household:

5. Have the financial capacity to meet the acquisition cost, deducted from the amount of support to be granted.
6. Not to be a debtor to the tax authorities and social security or, if so, their debts are covered by any regularization plan accepted by the creditors.

6. The purchase and sale price is higher than the value of the appraisal carried out by the departments of the regional government department responsible for housing matters and the value resulting from the application of the following percentages:

7. The building represents at least 85% of the value of the appraisal mentioned above;
8. The area surrounding the dwelling is greater than 500m2 and 1500 m2, in urban or rural areas, respectively
Average time to perform
90 business days.
Observations/Exceptions
In the application instruction phase, the services will promote the investigative steps considered relevant, such as the presentation of evidence, documents, information and clarifications by the candidates, investigations, examinations, expert opinions, inspections and evaluations.
For the purposes of the above, a period of not less than 10 working days will be set for candidates to submit the tests, documents, information and clarifications requested.
Failure to present the aforementioned elements, for reasons attributable to the candidate, determines the exclusion of the candidacy.
Other information
<span style="font-size:11pt">Beneficiary obligations
Anyone who benefits from financial co-payment for the purchase of housing is subject to the following obligations:
- Execute the public deed of purchase and sale within a maximum period of 90 days from the date of communication to this effect, made by the services of the Regional Government department responsible for housing;
- Constitute insurance on the property to be acquired, before or at the time of the execution of the deed of sale;
- Do not use the property for any purpose other than permanent housing;
- Register the burden of inalienability;
- Proceed with the registration of the right of first refusal and restrictions on the sale price, if applicable.
Sanctions
Except in situations of just impediment or force majeure, duly proven and recognized by the services of the Regional Government department with competence in housing matters:
1. Failure to comply with the obligation provided for in paragraph a) referred to above implies the extinction of the right to financial support;
2. Failure to comply with the obligation provided for in paragraph b) referred to above implies, as the case may be, the extinction of the right to financial support or its reimbursement to the Autonomous Region of the Azores;
3. Failure to comply with the obligation in paragraph c) referred to above shall result in the payment to the Autonomous Region of the Azores of the following amounts:
• 3.1 of twice the amount of financial support granted, in case the sale occurs in the first five years;
• 3.2 The amount of financial support granted plus 50% if the sale takes place after five years.
4. Failure to comply with the obligation provided for in paragraph d) referred to above shall result in the reimbursement to the Autonomous Region of the Azores of the financial support granted, plus interest calculated at the annual rate of 10%.
Burden of inalienability
The acquired dwellings are subject to an inalienability regime for a period of 10 days from the date of execution of the public deed of purchase and sale.
The inalienability regime is subject to registration.
In the event of death or permanent and absolute disability of the owner or his or her spouse, the inalienability regime automatically ceases, without this implying any payment to the Autonomous Region of the Azores.
